Threats To 14c Threaten Employment Options for Those with Disabilities Nationwide
Workshop employment options for people with disabilities are under serious attack from a number of sources.
Some of the most threatening would eliminate Section 14c of the Fair Labor Standards Act. Created in 1938, 14c authorizes employers, after receiving a certificate from the Wage and Hour Division, to pay special minimum wages — wages less than the Federal minimum wage — to workers who have disabilities.
The threats generally target other issues besides 14c commensurate wages, but because they use a blanket definition for “minimum wage,” these critical services are nevertheless at risk.
