Rest Area Publication Vending Machine Licensing Agreement

On March 1, 2011, new Missouri State Regulations will go into effect concerning the vending of newspapers and publications at Missouri rest areas. In an effort to provide a safer environment, reduce litter and ensure a more pleasing appearance at the rest areas and welcome centers, all newspapers or publications will be required to be dispensed in vending boxes provided on site by MoDOT. Each vending unit will offer four bins which will need to be rented from the Missouri Association of Sheltered Workshop Managers (MASWM).

The new rules will not allow the placement of the vendor’s own machines at the rest areas or welcome centers. The vendor will be allowed to offer their product(s) in the 4- plex bin only after completing and returning the Licensing Agreement and paying the annual fee of $12 per rented bin. The bin assignments will be assigned on a first-come, first-serve basis.

All newspaper and vending dispensers currently on location will need to be removed by the Publication Vendor. If this is not done by March 15, 2011 MoDOT will remove the dispensers and store them in another location.

MASWM has contracted with S & J Management Group to assist in this program. They will send letters to Publication Vendors the first week of January notifying them of the changes in the regulations. They will also keep track of the paid vendors for each rest area and send you an updated list when changes occur.
